Raging Surf arrived in 2023 as part of Pokemon TCG's sustained momentum in the Japanese market, continuing the era of specialty sets that emphasize artistic presentation. Art Rare cards became a defining feature of this period, celebrating illustrators' work alongside gameplay mechanics. These sets represent a mature collecting hobby where visual appeal and print quality receive equal attention to card function. Minior appears here as an Art Rare, a designation that transforms the card into a gallery piece. The floating Rock/Flying-type receives full-art treatment that highlights its distinctive spherical form and striking coloration. Collectors pursue Art Rares for their crossover appeal—attractive enough to frame, substantial enough to matter within the set's hierarchy.
