Raging Surf arrived during Pokémon TCG's sustained modern era of creative set design and Japanese exclusivity. Released in 2023, it continued the trend of double rare cards—premium pulls offering alternate artwork alongside standard holos. This period reflected the hobby's maturation, with collectors actively seeking specific regional releases and artistic variations that defined contemporary collecting culture. Hoopa ex as a double rare exemplifies the appeal of these chase cards. The Legendary Pokémon's distinctive design translates well to alternate artwork, drawing interest from both competitive players and visual collectors. Its ex status and rarity designation positioned it as a notable pull from booster boxes during the set's release window.
